So I expect the -s <non-zero> would allow you to add to the end if it couldn't find it. Maybe when I tried to mount the photocd, it assumed I wanted to be able to add to it (a CDRW burned by the film processing company), so used a non-zero sector, which had no valid filesystem. So I had to tell it to mount from the beginning where the data had already been burned. That's my best guess.
