Just wanted to give everybody some closure on this issue: Through the magic of a JTAG debugger, I was able to identify that the problem was an infinite loop in the BIOS's SMI handler. I'm not sure why this didn't effect Linux -- perhaps it brought up the APs before the SMI came in. In any case, this clearly isn't a FreeBSD problem and I've punted the problem back to the BIOS vendor. Thanks to everyone who offered help and advice.
