As one of the people that has been reading their FreeBSD mail, and 
proposing these people as committers, I don't think this is the case.

We need to take on people as they become available, and we need to make 
judgements based on their existing work to date.  There is no "FreeBSD 
committer boot camp" (nor will there ever be), so these folks have to 
learn on the job.

I'm not quite sure why the established committers are reacting so 
poorly these days to quite trivial blunders by new arrivals, nor how 
they rationalise these reactions in the light of the major stuffups 
that we've all committed over the years.  I'm hoping that as we pick up 
the pace a little again that some tolerance will re-emerge.  

Whatever happens, we need to continue to improve our ability to accept 
new developers and help them along the learning curve.  The alternative 
is stagnation and ultimate decay.
