We are using this scheme, so making English version to master images
is fine.

I think English sentence in images will be short. It is also useful
containing English version.

# Of course, Japanese version is better.

About including images, what about including multi-format images in
repository? Drawing and modifying images are not so often, but
building documentation set is daily :-) work. If we don't care making
repository little big and some format translation cost of committers,
I think this will work fine.

If some (SVG?) standard format is more famous and much of toolchain is
there, we start thinking to switch building scheme.

Thought?
