I suspect it's a timing issue. The ATAPICAM driver does not create the
cd devices until quite a while (about 10 seconds) after the disc is
inserted. And there is no CD device when the drive is empty/open. This
leads to a variety of annoyances, especially if you are using a tool
that assumes too much, such as the permanent presence of the device so
that its status can be checked.

I really wish that the /dev/cdN devices were always present if the
physical drive was present!
