this version of dummynet has:
* some stability patches;
* a preliminary implementation of the SKIPTO rule optimization that
was discussed yesterday by Julian (this is an indipendent
implementation, and not fully tested yet, but just to give the idea)
* the introduction of a net.inet.tcp.no_local_slowstart variable
to control the FreeBSD optimization of slowstart on local nets.
