Manually doing "make deinstall" + "make install" is not supported. Try using "pkg upgrade", ports-mgmt/synth or ports-mgmt/portmaster that properly track dependencies. Every port with direct dependency on devel/icu had its PORTREVISION bumped which should've forced rebuild.
