If they are known spammers and that is their business then mailing them
will be a waste of time I would think.

On the other hand, it depends on who their upstream provider is,
complaining to their upstream might do some good if they have a policy
against their customers abusing the 'net in this way.  Seee if their
upstream has an AUP, etc.

Well, yes, otherwise their IP blocks would soon be well known and people
would just block them, get them put on MAPS RBL, etc.  Which would put
them out of business.
