I'll let the readership judge whether the following made it clear 
enough or not that Marcel was going to be working on the Linux library 
ports.  If core would like to muster enough organisation to propose a 
form that should be used for nominating new committers, I'm sure we'd 
all be happy to use it.

I'd like to propose Marcel Moolenaar be granted access to implement and 
maintain his Linux compatibility library sets, as well as work on parts
of the in-kernel Linux support code.  I've been working with him for 
some time now and believe his work is worth having and his interest 
level high enough for him to be a worthwhile addition.

Soren's feedback would obviously be very much appreciated, as the 
nominal grandfather of the code in question, and he might want to take 
on the role of guiding Marcel's work.
