I think we are talking about different problems, or different manifestations. 
My problem had nothing to do with install.  I had installed long ago on a much
earlier release, and upgraded numerous times.  When I got to FreeBSD 12 (12.1,
I think), I started to see these messages once per second after *every* boot
even with no USB devices plugged in.  That was still true with 12.2.  I have
since upgraded the motherboard, so the problem went with it.
