Hello,
The FreeBSD project itself has no "representative" in India in the
sense you maybe thinking of. Instead, to purchase the Power Pak you
mentioned; your best bet is to contact Wind River systems, which
distributes many of packaged FreeBSD copies.
FreeBSD supports all x86 based processors. Though for greatest
stability, you definitely want to check the LINT kernel configuration
file for any special flags and settings for your Cyrix processor. As for
video support, that is done through XFree86. There is no known hardware
issue that _I_ could find with any onboard display card except the one
built into Dell GX100's. You will have to check with the XFree86
distrobution to see if your onboard video controller is supported.

Regards,
- aaron
