Thanks Gerrit for the comment.  I actually could not test your suggestion
because with my operation mistake, I made my FreeBSD machine impossible to
boot.

I clean-installed 13.0-Release on the same machine (with different HDD), and
upgraded to 13.1-Release.  But, I did not see this issue again.  I suppose =
it
temporary happened on 12.2-Release to 12.3-Release upgrade.
