No, it doesn't.  It may not work at the moment without it, but that's
another story.

It is, of course, suggested that you run 'make buildworld' beforehand
when upgrading to a new version of FreeBSD.  That applies equally to
using the old method, come to think of it, but it involves a lot more
work to get the old method to do the correct thing in this case.
Basically, that's why the new method exists - to overcome any upgrading
problems that the old method could not.
