I've determined that my SMP problem is not a freebsd problem
but a problem with the server itself.

On a cold boot (power removed then power applied)
it finds both cpu, as reported by the bios boot sequence:

  Intel(R) Pentium(R) III processor  750 MHz
  Intel(R) Pentium(R) III processor  750 MHz

but on a warm boot (reboot, "hit any key to restart", toggle front button)
it finds only one processor.
