A couple of years ago I was in a room with 10 people, an 802.11 base station, and a dial-up link. When we were all using the link the latency got up to 20s or more, and yes it was slow, but it was usable. (Anything for an email fix.) I don't know how much this was down to the OS I was running on my laptop or the OS that was running on the base station.
