VirtIO + netmap to support Q35

This netmap patch is a merge between official (r356535M) and Bryan's VirtIO
work (not the virtio-rebase since it's based on 13-CURRENT).  This patch wo=
rks
in legacy i440fx but fails in Q35 due to bug in netmap supporting PCI-e.
