Two problems that I see:

One does not simply use addresses in the same broadcast domain on two interfaces.

Did you compile a custom kernel? This is mandatory to use VNET at least on RELENG_11.
Not sure about RELENG_12 and I’m quite busy now. Sorry - please check yourself.
