If I recall correctly, I think Jordan adapted the RTF_STATIC change to
"ppp" shortly after I did it to pppd.

I don't think the change was automatically applicable to 2.1.x, since it
has a much older routed, I think directly from 4.4Lite, while the >= 2.2
version is the all-singing all-dancing routed from Vernon Schryver@sgi.
