For that one and changes to the base system, I think you've already discovered Phabricator (https://wiki.freebsd.org/Phabricator) I should also mention, for bhyve/UEFI, a git pull request against https://github.com/freebsd/uefi-edk2/tree/bhyve/UDK2014.SP1 is the best way to upstream changes. later, Peter.
