This has nothing to do with it. Don't change maxusers. The issue
is almost certainly the number of pty devices you have in /dev. Try
creating more pty devices:
cd /dev
ls pty*
./MAKEDEV pty0
./MAKEDEV pty1
./MAKEDEV pty2
...
ls pty*
