It does if you're not responsible for it. You lose all claim to MAINTAINER bit if you can't reasonably keep it up-to-date, or provide a reason why it should not be. Bad MASTER_SITES == broken port. Broken port == must be fixed by MAINTAINER in reasonable time frame, or someone else can do it for him/her. How it is fixed is, of course, up to the person who fixes it.
