Well, I stand corrected. I had seen a number of different Pentium Pro motherboards, all of which were ATX boards. I remember being in a computer store (not like CompUSA, more of a place where the customer goes in and orders a custom box) where a customer was looking for a Pentium Pro board and chips, and the guy told him that the PPro boards he had were all ATX form factor, and that he had just run out of ATX cases (I think ATX cases were still pretty new at this time). Then, last spring, I bought my own Intel PR440FX, which is ATX and uses the funky DIMMs, and compared notes with a couple of other folks who had bought other dual PPro boards, which were also ATX. I didn't remember ever seeing a non ATX mobo, but then again I didn't really do extensive research into the subject. I guess the old saying is true: "Never say Never."
