I don't think it should be in there at all. 'Mucking up' the console is
standard fair in a system that is doing a lot of work, it's why you don't
normally login on the console.
That said, I would rather see it as a kernel option (as it was committed)
rather then a sysctl variable, because I think a sysctl variable would
just be a waste of space.
