No, every man page ever written needs nroff. SGI stopped shipping nroff and started shipping preformatted man pages about a decade ago now (they decided they didn't wish to pay AT&T for the privilege any longer). I wouldn't bother to compile to compile and install groff on my Irix boxes if third party software came with preformatted manpages.
