It actually has, but the version in the official XFree86 3.2 release is built incorrectly. This incorrect build led to a situation where some `generic' code has been used to determine the load average, as opposed to the getloadavg(3) library call that doesn't require special permissions in FreeBSD. That's why it works if you make the binary setgid kmem.
