@vishwin - so what you saying is, that "in-place" upgrades of python ports like
py-build is generally not supported? So - the only supported option for
upgrading any python port is to deinstall it first and then install it again? 

Is that the the official statement from python@?

That must be a joke, right? This is against everything the Ports System stands
for. Maybe you can point me to the section in the handbook stating that
upgrading ports is only supported by removing the current installation
