IIRC in the thread that discussed this issue there were quite a few people who thought that FreeBSD not clearing the screen was a POLA violation since that's what linux does, and it's what most people are used to. What I would suggest is that whichever way we ultimately go with it that we put a clearly worded example in both the termcap file and termcap.5 that shows how to do the OTHER way. And yes, I will volunteer to write both of them once there is a consensus.
