It seemed to want to combine all of my patches into a single review and mangle my commit messages. Also, I couldn't find a reasonable way to script it, which is kind of a must when uploading 21 patches for review. I'm aware of the arc command-line tool but it seems to require user input for some parts. I'll try fighting with it again and see if I can get it to do something reasonable.
