I agree (because I didn't want package re-ftp'd when there were problems).
I worked on a patch for NetBSD's pkg_add to do that.

You may want to use a mailing list that discusses the package tools (maybe
freebsd-ports).

You may want to check the open reports to see if someone has suggested it
before.
