It has been set up that way for a long time: not new.

If I understand right, it is, in part, in order to avoid
server load issues with most of

http://pkg.freebsd.org/FreeBSD:*:*/latest/All/
and:
http://pkg.freebsd.org/FreeBSD:*:*/quarterly/All/

having 30,000+ entries, one per package that had been
built.

I do not expect that this is contributing to what you
are reporting.
