If I understand right, it is, in part, in order to avoid server load issues with most of http://pkg.freebsd.org/FreeBSD:*:*/latest/All/ and: http://pkg.freebsd.org/FreeBSD:*:*/quarterly/All/ having 30,000+ entries, one per package that had been built.
