That might have to with netwait being an rc script only and not having an sbin/
or other equivalents. But sounds like a great place to start a contribution. 

I am sure that if you want to take this on as a contribution, there will be
help on it. 

My best guess is, if you put a man page file like "netwait.8" into
./sbin/netwait/netwait.8 it could be a good start for a review.
