Not sure how related this is, but I'm seeing something similar on my box 
(single cpu, notebook, ACPI in kernel, with ULE enabled, 5.2-CURRENT (?))..

Saw this when running:
dd if=/dev/random of=/dev/null bs=1m
(testing ACPI stuff)
