It's necessary because the new ATA stuff is intended to replace the old
wd/acd stuff, eventually. We don't want to use a new name for atapi-cd
and you can't use both drivers, so why confuse the issue? :-)

Having said that, it _is_ a confusing state of affairs if you haven't
followed the history of IDE and ATAPI support in FreeBSD.
