Are you using a recent bsd.port.mk? I solved this problem a long time
ago. From the cvs log:

revision 1.67
date: 1994/11/16 23:14:22;  author: jmz;  state: Exp;  lines: +5 -1
If USE_GMAKE is defined, use ${GMAKE} in ${XMKMF} && ${MAKE} Makefiles
