It didn't move them. They got deleted. The ports tree is not branched
and therefore there are no files in the ports tree with the RELENG_4
tag.
Try something like:
*default host=cvsup2.FreeBSD.org
*default base=/usr/local/etc/cvsup
*default prefix=/usr
*default release=cvs tag=RELENG_4
*default delete use-rel-suffix
src-all
ports-all tag=.
instead.
