yes, i know; i was responding to Mark's question about whether upgrading
FreeBSD-runtime from 14 to 15 would overwrite master.passwd.

in OP's case, the only way "pkg install FreeBSD-set-minimal" would work
is if they had somehow enabled the FreeBSD-base repository, which is
disabled by default.
