You can turn frame relay off on both ends and simply use
1/ Cisco-HDLC
or
2/ Raw IP direct ovver the link,
or
3/ PPP over the link.

I have not written code to act as a local exchange...
Though it would not be impossible to do so.

what is at the other end?
