When creating a new user via bsdconfig / installer, if specified "Full Name" is
an empty string, user's "Full Name" is instead set to "User &".
Editing the user to remove the name "User &" works as expected.
It is a tiny nuisance that keeps bugging me because I usually don't specify
full names and dislike having a default, wrong name, and creating a user
without name is a somewhat convoluted 2-step operation (creating and then
editing).
