Back when all the cpu frequencies were locked to cpu0's frequency, this worked
fine.  However, now that that is not true, reducing the frequency of cpu0 and
leaving the others at their maximum frequency has a minor affect upon
temperatures, leading to overheating and shutdowns when passive cooling is
needed.
