STARTTLS is a way to do SSL-based encryption between mail servers automatically. TLS is the new name of SSL (Secure Socket Layer). You can use certificates to enables relaying for example (nice for nomad users). Postfix, qmail, probably Exim and some other MTAs do support it, generally through patches.
