/proc is always 100% full. That's normal :)

If you mean procfs - NO. It's not necessary (If it's possible though)

You must have the following line in your /etc/inetd.conf uncommented:

pop3    stream  tcp     nowait  root    /usr/local/libexec/popper       popper
