And I have opinion on this subj. that it must be separated hierarchy,
something like /usr/share/intl/{locale?} as correctly done for 'catgets'.
Because libintl have its own rules not fully compatible with our locale
rules. Moreover, we may have _many_ message localization libraries. No one
from them can pretend to occupe system locale structure.
