Curious.  I checked the original (Lite-1) implementation, and it
appears to agree with you.  I still think the semantics are bogus in
this regard, but will bow to tradition.  (SunOS says the same thing,
and it probably inhgerited the behavior from 4.2.  A check of the 4.3
source shows similar behavior to that present in Lite-1.)
