Customer has verified that her testing methodology for hard reboots was flawed.

I have disabled ipnat state save by adding ipfs_flags="-Sv" to /etc/rc.conf.

I have rebooted several times without the error being reported.

This is only a workaround ... customer requires ipnat state save/restore for
production systems.
