hi all,

i'm trying to change the permission of `chsh,' as root, to something like
-r-sr-x---. however, i got the message `chmod: /usr/bin/chsh: Operation
not permitted.'

i've just made a buildworld and installworld last december 21 to update my
system to 3.4-stable.
