Assuming this is on RELENG_4, yes:

$ make -m /home/src/RELENG_4/share/mk -V CFLAGS CPUTYPE=p4
-O -pipe -march=pentiumpro   

$ make -m /home/src/HEAD/share/mk -V CFLAGS CPUTYPE=p4
-O -pipe -march=pentium4
