I didn't see the =09 in the mail item when viewing it within EXMH 1.6.7
but I did see it when I clicked `save to file' & invoked vi.

FWIW (I'm not so familiar with this stuff yet) from Mikael's header:

	Content-type: TEXT/PLAIN; charset=ISO-8859-1
	Content-transfer-encoding: QUOTED-PRINTABLE
