Don't confuse Hot Plug interfaces with pci hot plug.  The stuff
OpenBSD has is basically the same as FreeBSD's devd.  FreeBSD does
implement a subset of the pci hot=plug stuff, it is called CardBus and
works.

Have you looked at FreeBSD's devd?
