It appears that it doesn't work if that parameter is set when creating a jail.
If you set the parameter on an existing jail (e.g. with "jail -m test" or with
"jail -m jid=somenumber zfs.mount_snapshot=1) then you can mount the snapshots,
but inside the jail the sysctl still shows a zero.

Maybe Allan Jude has more info on this.
