While this of course may be true, Brett, I'm not sure where your
statement neessarily follows Anthony's.

I was just able to talk to a PayPal representative with absolutely NO
delay.  I logged in, clicked on "Help", ignored the top ten questions,
and went on to contact them.  On the same page where you begin the
process of sending them a form there's a toll-free (for the U.S.,
unfortunately) number.  One of the options, "6" I believe (but I'm not
sure), gave me a human in literally seconds.
